The group was first formed in March of 2012 as the "Religion and Development Reading Group" and was coordinated by Robin Bush and Philip Fountain. Since mid-2015 the group meets monthly to discuss texts and share ideas related to the intersection of religion and global problems in contemporary Asia. The group adopts a broad focus on religion and seeks to examine multiple related themes including (but not limited to) religious actors and the nation, gender, ethnicity, politics & secularism, economic development and philanthropy. The readings for the Religion & Globalisation Reading Group are selected among titles published in the last 3 years to help the group explore and discuss the latest works in the field.

Saving Buddhism: The Impermanence of Religion in Colonial Burma (Hawaii University Press 2014)

Saving Buddhism explores the dissonance between the goals of the colonial state and the Buddhist worldview that animated Burmese Buddhism at the turn of the twentieth century. For many Burmese, the salient and ordering discourse was not nation or modernity but sāsana, the life of the Buddha’s teachings. Burmese Buddhists interpreted the political and social changes between 1890 and 1920 as signs that the Buddha’ssāsana was deteriorating. This fear of decline drove waves of activity and organizing to prevent the loss of the Buddha’s teachings. Burmese set out to save Buddhism, but achieved much more: they took advantage of the indeterminacy of the moment.

"Muslim Becoming: Aspiration and Skepticism in Pakistan" (Duke University Press 2012)

In Muslim Becoming, Naveeda Khan challenges the claim that Pakistan's relation to Islam is fragmented and problematic. Offering a radically different interpretation, Khan contends that Pakistan inherited an aspirational, always-becoming Islam, one with an open future and a tendency toward experimentation. For the individual, this aspirational tendency manifests in a continual striving to be a better Muslim. It is grounded in the thought of Muhammad Iqbal (1877–1938), the poet, philosopher, and politician considered the spiritual founder of Pakistan. Khan finds that Iqbal provided the philosophical basis for recasting Islam as an open religion with possible futures as yet unrealized, which he did in part through his engagement with the French philosopher Henri Bergson. Drawing on ethnographic research in the neighborhoods and mosques of Lahore and on readings of theological polemics, legal history, and Urdu literature, Khan points to striving throughout Pakistani society: in prayers and theological debates and in the building of mosques, readings of the Qur'an, and the undertaking of religious pilgrimages. At the same time, she emphasizes the streak of skepticism toward the practices of others that accompanies aspiration. She asks us to consider what is involved in affirming aspiration while acknowledging its capacity for violence.

A Monastery in Time. The Making of Mongolian Buddhism (University of Chicago Press 2013)

A Monastery in Time is the first book to describe the life of a Mongolian Buddhist monastery—the Mergen Monastery in Inner Mongolia—from inside its walls. From the Qing occupation of the eighteenth and nineteenth centuries through the Cultural Revolution, Caroline Humphrey and Hürelbaatar Ujeed tell a story of religious formation, suppression, and survival over a history that spans three centuries. Often overlooked in Buddhist studies, Mongolian Buddhism is an impressively self-sustaining tradition whose founding lama, the Third Mergen Gegen, transformed Tibetan Buddhism into an authentic counterpart using the Mongolian language. Drawing on fifteen years of fieldwork, Humphrey and Ujeed show how lamas have struggled to keep Mergen Gegen’s vision alive through tremendous political upheaval, and how such upheaval has inextricably fastened politics to religion for many of today’s practicing monks. Exploring the various ways Mongolian Buddhists have attempted to link the past, present, and future, Humphrey and Ujeed offer a compelling study of the interplay between the individual and the state, tradition and history.

Caroline Humphrey is professor emerita and director of the Mongolian and Inner Asia Studies Unit at Cambridge University. She is the author or coauthor of twenty previous books, most recently Urban Life in Post-Soviet Central Asia.

Hürelbaatar Ujeed founded the Hürelbaatar Institute for Mongolian Studies at the Inner Mongolia Normal University and is a senior research associate in the Mongolian and Inner Asia Studies Unit at Cambridge University.

Ethical Life: Its Natural and Social Histories (Princeton University Press 2015)

The human propensity to take an ethical stance toward oneself and others is found in every known society, yet we also know that values taken for granted in one society can contradict those in another. Does ethical life arise from human nature itself? Is it a universal human trait? Or is it a product of one’s cultural and historical context? Webb Keane offers a new approach to the empirical study of ethical life that reconciles these questions, showing how ethics arise at the intersection of human biology and social dynamics.

Reflections of Amma. Devotees in a Global Embrace (University of California Press, 2014)

Globally known as Amma, meaning "Mother," Mata Amritanandamayi has developed a massive transnational humanitarian organization based in hugs. She is familiar to millions as the “hugging saint,” a moniker that derives from her elaborate darshan programs wherein nearly every day ten thousand people are embraced by the guru one at a time, events that routinely last ten to twenty hours without any rest for her. Although she was born in 1953 as a low-caste girl in a South Indian fishing village, today millions revere her as guru and goddess, a living embodiment of the divine on earth.Reflections of Amma focuses on communities of Amma’s devotees in the United States, showing how they endeavor to mirror their guru’s behaviors and transform themselves to emulate the ethos of the movement. This study argues that “inheritors” and “adopters” of Hindu traditions differently interpret Hindu goddesses, Amma, and her relation to feminism and women’s empowerment because of their inherited religious, cultural, and political dispositions. In this insightful ethnographic analysis, Amanda J. Lucia discovers how the politics of American multiculturalism reifies these cultural differences in “de facto congregations,” despite the fact that Amma’s embrace attempts to erase communal boundaries in favor of global unity

Hindu-Catholic Encounters in Goa. Religion, Colonialism, and Modernity (University of Indiana Press 2014)

The state of Goa on India's southwest coast was once the capital of the Portuguese-Catholic empire in Asia. When Vasco Da Gama arrived in India in 1498, he mistook Hindus for Christians, but Jesuit missionaries soon declared war on the alleged idolatry of the Hindus. Today, Hindus and Catholics assert their own religious identities, but Hindu village gods and Catholic patron saints attract worship from members of both religious communities. Through fresh readings of early Portuguese sources and long-term ethnographic fieldwork, this study traces the history of Hindu-Catholic syncretism in Goa and reveals the complex role of religion at the intersection of colonialism and modernity.

The Ideal Refugees

Refugee camps are typically perceived as militarised and patriarchal spaces, and yet the Sahrawi refugee camps and their inhabitants have consistently been represented as ideal in nature: uniquely secular and democratic spaces, and characterised by gender equality. Drawing on extensive research with and about Sahrawi refugees in Algeria, Cuba, Spain, South Africa and Syria, Dr Fiddian-Qasmiyeh explores how, why and to what effect such idealised depictions have been projected onto the international arena. In this talk, she argues that secularism and the empowerment of Sahrawi refugee women have been strategically invoked to secure the humanitarian and political support of Western state and non-state actors who ensure the continued survival of the camps and their inhabitants. She challenges listeners to reflect critically on who benefits from assertions of good, bad and ideal refugees, and whose interests are advanced by interwoven discourses about the empowerment of women and secularism in contexts of war and peace.

The Political Biography of an Earthquake

For those so-minded, the aftermath of an earthquake presents opportunities to intervene. Thus, in Gujarat, following the disaster of 2001, leaders were deposed, proletariats created, religious fundamentalism incubated, the state restructured, and industrial capitalism expanded exponentially. Rather than gazing in at those struggling in the ruins, as is commonplace in the literature, this book looks out from the affected region at those who came to intervene. Based on extensive research amid the dust and noise of reconstruction, the author focuses on the survivors and their interactions with death, history, and with those who came to use the shock of disaster to change the order of things. Edward Simpson takes us deep into the experience of surviving a ‘natural’ disaster. We see a society in mourning, further alienated by manufactured conditions of uncertainty and absurdity. We witness arguments about the past. What was important? What should be preserved? Was modernisation the cause of the disaster or the antidote? As people were putting things back together, they also knew that future earthquakes were inevitable. How did they learn to live with this terrible truth? How have people in other times and places come to terms with the promise of another earthquake, knowing that things will fall apart again?

The Orphan Scandal

On a sweltering June morning in 1933 a fifteen-year-old Muslim orphan girl refused to rise in a show of respect for her elders at her Christian missionary school in Port Said. Her intransigence led to a beating—and to the end of most foreign missions in Egypt—and contributed to the rise of Islamist organizations. Turkiyya Hasan left the Swedish Salaam Mission with scratches on her legs and a suitcase of evidence of missionary misdeeds. Her story hit a nerve among Egyptians, and news of the beating quickly spread through the country. Suspicion of missionary schools, hospitals, and homes increased, and a vehement anti-missionary movement swept the country. That missionaries had won few converts was immaterial to Egyptian observers: stories such as Turkiyya's showed that the threat to Muslims and Islam was real. This is a great story of unintended consequences: Christian missionaries came to Egypt to convert and provide social services for children. Their actions ultimately inspired the development of the Muslim Brotherhood and similar Islamist groups. In The Orphan Scandal, Beth Baron provides a new lens through which to view the rise of Islamic groups in Egypt. This fresh perspective offers a starting point to uncover hidden links between Islamic activists and a broad cadre of Protestant evangelicals. Exploring the historical aims of the Christian missions and the early efforts of the Muslim Brotherhood, Baron shows how the Muslim Brotherhood and like-minded Islamist associations developed alongside and in reaction to the influx of missionaries. Patterning their organization and social welfare projects on the early success of the Christian missions, the Brotherhood launched their own efforts to "save" children and provide for the orphaned, abandoned, and poor. In battling for Egypt's children, Islamic activists created a network of social welfare institutions and a template for social action across the country—the effects of which, we now know, would only gain power and influence across the country in the decades to come.

Markets of Sorrow, Labors of Faith

Markets of Sorrow, Labors of Faith is an ethnographic account of long-term recovery in post-Katrina New Orleans. It is also a sobering exploration of the privatization of vital social services under market-driven governance. In the wake of Hurricane Katrina, public agencies subcontracted disaster relief to private companies that turned the humanitarian work of recovery into lucrative business. These enterprises profited from the very suffering that they failed to ameliorate, producing a second-order disaster that exacerbated inequalities based on race and class and leaving residents to rebuild almost entirely on their own. Filled with the often desperate voices of residents who returned to New Orleans, Markets of Sorrow, Labors of Faith describes the human toll of disaster capitalism and the affect economy it has produced. While for-profit companies delayed delivery of federal resources to returning residents, faith-based and nonprofit groups stepped in to rebuild, compelled by the moral pull of charity and the emotional rewards of volunteer labor. Adams traces the success of charity efforts, even while noting an irony of neoliberalism, which encourages the very same for-profit companies to exploit these charities as another market opportunity. In so doing, the companies profit not once but twice on disaster.

Modern Buddhist Conjunctures in Myanmar

For centuries, Burmese have looked to the authority of their religious tradition, Theravada Buddhism, to negotiate social and political hierarchies. Modern Buddhist Conjunctures in Myanmar examines those moments in the modern history of this Southeast Asian country when religion, culture, and politics converge to chart new directions. Arguing against Max Weber’s characterization of Buddhism as other-worldly and divorced from politics, this study shows that Buddhist practice necessitates public validation within an economy of merit in which moral action earns future rewards. The intervention of colonial modernity in traditional Burmese Buddhist worldviews has created conjunctures at which public concerns critical to the nation’s future are reinterpreted in light of a Buddhist paradigm of power. Author Juliane Schober begins by focusing on the public role of Buddhist practice and the ways in which precolonial Buddhist hegemonies were negotiated. Her discussion then traces the emergence of modern Buddhist communities through the colonial experience: the disruption of traditional paradigms of hegemony and governance, the introduction of new and secular venues to power, modern concerns like nationalism, education, the public place of religion, the power of the state, and Buddhist resistance to the center. The continuing discourse and cultural negotiation of these themes draw Buddhist communities into political arenas, either to legitimate political power or to resist it on moral grounds. The book concludes with an examination of the way in which Buddhist resistance in 2007, known in the West as the Saffron Revolution, was subjugated by military secularism and the transnational pressures of a global economy. A skillfully crafted work of scholarship, Modern Buddhist Conjunctures in Myanmar will be welcomed by students of Theravada Buddhism and Burma/Myanmar, readers of anthropology, history of religions, politics, and colonial studies of modern Southeast Asia, and scholars of religious and political practice in modern national contexts.

Compassionate Communalism: Welfare and Sectarianism in Lebanon

In Lebanon, religious parties such as Hezbollah play a critical role in providing health care, food, poverty relief, and other social welfare services alongside or in the absence of government efforts. Some parties distribute goods and services broadly, even to members of other parties or other faiths, while others allocate services more narrowly to their own base. In Compassionate Communalism, Melani Cammett analyzes the political logics of sectarianism through the lens of social welfare. On the basis of years of research into the varying welfare distribution strategies of Christian, Shia Muslim, and Sunni Muslim political parties in Lebanon, Cammett shows how and why sectarian groups deploy welfare benefits for such varied goals as attracting marginal voters, solidifying intraconfessional support, mobilizing mass support, and supporting militia fighters. Cammett then extends her arguments with novel evidence from the Sadrist movement in post-Saddam Iraq and the Bharatiya Janata Party in contemporary India, other places where religious and ethnic organizations provide welfare as part of their efforts to build political support. Nonstate welfare performs a critical function in the absence of capable state institutions, Cammett finds, but it comes at a price: creating or deepening social divisions, sustaining rival visions of the polity, or introducing new levels of social inequality. Compassionate Communalism is informed by Cammett’s use of many methods of data collection and analysis, including Geographic Information Systems (GIS) analysis of the location of hospitals and of religious communities; a large national survey of Lebanese citizens regarding access to social welfare; standardized open-ended interviews with representatives from political parties, religious charities, NGOs, and government ministries, as well as local academics and journalists; large-scale proxy interviewing of welfare beneficiaries conducted by trained Lebanese graduate students matched with coreligionist respondents; archival research; and field visits to schools, hospitals, clinics, and other social assistance programs as well as political party offices throughout the country.

Terrorist in Search of Humanity: Militant Islam and Global Politics

Faisal Devji argues that new forms of militancy, such as the actions of al-Qaeda, are informed by the same desire for agency and equality that animates other humanitarian interventions, such as environmentalism and pacifism. To the militant, victimized Muslims are more than just symbols of ethnic and religious persecution-they represent humanity's centuries-long struggle for legitimacy and agency. Acts of terror, therefore, are fueled by the militant's desire to become a historical actor on the global stage. Though they have yet to build concrete political institutions, militant movements have formed a kind of global society, and as Devji makes clear, this society pursues the same humanitarian objectives that drive more benevolent groups.

Polemical Pain: Slavery, Cruelty, and the Rise of Humanitarianism

In 2008 and 2009, the United States Congress apologized for the "fundamental injustice, cruelty, brutality, and inhumanity of slavery." Today no one denies the cruelty of slavery, but few issues inspired more controversy in the eighteenth and nineteenth centuries. Abolitionists denounced the inhumanity of slavery, while proslavery activists proclaimed it both just and humane. Margaret Abruzzo delves deeply into the slavery debate to better understand the nature and development of humanitarianism and how the slavery issue helped shape modern concepts of human responsibility for the suffering of others. Abruzzo first traces the slow, indirect growth in the eighteenth century of moral objections to slavery's cruelty, which took root in awareness of the moral danger of inflicting unnecessary pain. Rather than accept pain as inescapable, as had earlier generations, people fought to ease, discredit, and abolish it. Within a century, this new humanitarian sensibility had made immoral the wanton infliction of pain. Abruzzo next examines how this modern understanding of humanity and pain played out in the slavery debate. Drawing on shared moral-philosophical concepts, particularly sympathy and benevolence, pro- and antislavery writers voiced starkly opposing views of humaneness. Both sides constructed their moral identities by demonstrating their own humanity and criticizing the other’s insensitivity. Understanding this contest over the meaning of humanity—and its ability to serve varied, even contradictory purposes—illuminates the role of pain in morality. Polemical Pain shows how the debate over slavery’s cruelty played a large, unrecognized role in shaping moral categories that remain pertinent today.

Civilizing Missions: International Religious Agencies in China (Palgrave Macmillan, 2008) – Miwa Hirono

Since the early 1990s, China has witnessed an influx of international NGOs, many of which have Christianity as their foundation. The presence of international Christian agencies in China, however, is not new. Christian missionaries went to China in the age of imperialism. Historians argue the work of missionaries was inextricably linked to the idea of a 'civilizing mission'. This book critically assesses the idea of a Christian 'civilizing mission' over time, and explores the relevance of the idea to the contemporary context. By examining the non-Han people's perception of international Christian agencies, this book advocates the importance of engagement through in-depth dialogue between international Christian NGOs and ethnic communities.

The Saint and the Banyan Tree: Christianity and Caste Society in India (University of California Press, 2013) – David Mosse

The Saint in the Banyan Tree is a nuanced and historically persuasive exploration of Christianity’s remarkable trajectory as a social and cultural force in southern India. Starting in the seventeenth century, when the religion was integrated into Tamil institutions of caste and popular religiosity, this study moves into the twentieth century, when Christianity became an unexpected source of radical transformation for the country’s ‘untouchables’ (dalits). Mosse shows how caste was central to the way in which categories of ‘religion’ and ‘culture’ were formed and negotiated in missionary encounters, and how the social and semiotic possibilities of Christianity lead to a new politic of equal rights in South India. Skillfully combining archival research with anthropological fieldwork, this book examines the full cultural impact of Christianity on Indian religious, social and political life. Connecting historical ethnography to the preoccupations of priests and Jesuit social activists, Mosse throws new light on the contemporary nature of caste, conversion, religious synthesis, secularization, dalit politics, the inherent tensions of religious pluralism, and the struggle for recognition among subordinated people.

Building a House in Heaven: Pious Neoliberalism and Islamic Charity in Egypt (University of Minnesota Press, 2013) – Mona Atia

Charity is an economic act. This premise underlies a societal transformation—the merging of religious and capitalist impulses that Mona Atia calls “pious neoliberalism.” Though the phenomenon spans religious lines, Atia makes the connection between Islam and capitalism to examine the surprising relations between charity and the economy, the state, and religion in the transition from Mubarak-era Egypt.

Mapping the landscape of charity and development in Egypt, Building a House in Heaven reveals the factors that changed the nature of Egyptian charitable practices—the state’s intervention in social care and religion, an Islamic revival, intensified economic pressures on the poor, and the subsequent emergence of the private sector as a critical actor in development. She shows how, when individuals from Egypt’s private sector felt it necessary to address poverty, they sought to make Islamic charities work as engines of development, a practice that changed the function of charity from distributing goods to empowering the poor. Drawing on interviews with key players, Atia explores the geography of Islamic charities through multiple neighborhoods, ideologies, sources of funding, projects, and wide social networks. Her work shifts between absorbing ethnographic stories of specific organizations and reflections on the patterns that appear across the sector.

An enlightening look at the simultaneous neoliberalization of Islamic charity work and Islamization of neoliberal development, the book also offers an insightful analysis of the political and socioeconomic movements leading up to the uprisings that ended Mubarak’s rule and that amplified the importance of not only the Muslim Brotherhood but also the broader forces of Islamic piety and charity.

Keepers of the Flame: Understanding Amnesty International (Cornell University Press, 2006) – Stephen Hopgood

The first in-depth look at working life inside a major human rights organization, Keepers of the Flame charts the history of Amnesty International and the development of its nerve center, the International Secretariat, over forty-five years. Through interviews with staff members, archival research, and unprecedented access to Amnesty International's internal meetings, Stephen Hopgood provides an engrossing and enlightening account of day-to-day operations within the organization, larger decisions about the nature of its mission, and struggles over the implementation of that mission. Hopgood argues that human-rights activism is a social practice best understood as a secular religion where internal conflict between sacred and profane—the mission and the practicalities of everyday operations—are both unavoidable and necessary.

Keepers of the Flame is vital reading for anyone interested in Amnesty International, its accomplishments, agonies, obligations, fears, opportunities, and challenges—or, more broadly, in how humanitarian organizations accommodate the moral passions that energize volunteers and professional staff alike.

The Endtimes of Human Rights (Cornell University Press, 2013) – Stephen Hopgood

In a book that is at once passionate and provocative, Stephen Hopgood argues, against the conventional wisdom, that the idea of universal human rights has become not only ill adapted to current realities but also overambitious and unresponsive. A shift in the global balance of power away from the United States further undermines the foundations on which the global human rights regime is based. American decline exposes the contradictions, hypocrisies and weaknesses behind the attempt to enforce this regime around the world and opens the way for resurgent religious and sovereign actors to challenge human rights.

Historically, Hopgood writes, universal humanist norms inspired a sense of secular religiosity among the new middle classes of a rapidly modernizing Europe. Human rights were the product of a particular worldview (Western European and Christian) and specific historical moments (humanitarianism in the nineteenth century, the aftermath of the Holocaust). They were an antidote to a troubling contradiction—the coexistence of a belief in progress with horrifying violence and growing inequality. The obsolescence of that founding purpose in the modern globalized world has, Hopgood asserts, transformed the institutions created to perform it, such as the International Committee of the Red Cross and recently the International Criminal Court, into self-perpetuating structures of intermittent power and authority that mask their lack of democratic legitimacy and systematic ineffectiveness. At their best, they provide relief in extraordinary situations of great distress; otherwise they are serving up a mixture of false hope and unaccountability sustained by “human rights” as a global brand.

The Endtimes of Human Rights is sure to be controversial. Hopgood makes a plea for a new understanding of where hope lies for human rights, a plea that mourns the promise but rejects the reality of universalism in favor of a less predictable encounter with the diverse realities of today’s multipolar world.

The group discussed a selection of papers drawn from, or addressing, the category of “gray literature”. ‘Gray literature’ is a loosely defined genre that includes material published outside of conventional academic channels such as published journals and monographs. It can include reports, evaluations and policy briefs. Gray literature is often not intended primarily for academic audiences and, consequently, deploys different narrative strategies of legitimation and persuasiveness. Academics frequently draw on gray literature because it is often original, recent and widely read. The burgeoning gray literature on religion and development is an important source of knowledge about current processes as well as an object of analysis on how ‘religion’ and ‘development’ are understood and deployed.

The Last Utopia: Human Rights in History (Harvard University Press, 2012) – Samuel Moyn

Human rights offer a vision of international justice that today’s idealistic millions hold dear. Yet the very concept on which the movement is based became familiar only a few decades ago when it profoundly reshaped our hopes for an improved humanity. In this pioneering book, Samuel Moyn elevates that extraordinary transformation to center stage and asks what it reveals about the ideal’s troubled present and uncertain future.

It was on the ruins of earlier political utopias, Moyn argues, that human rights achieved contemporary prominence. The morality of individual rights substituted for the soiled political dreams of revolutionary communism and nationalism as international law became an alternative to popular struggle and bloody violence. But as the ideal of human rights enters into rival political agendas, it requires more vigilance and scrutiny than when it became the watchword of our hopes.

The Culture of Disaster – Marie-Hélène Huet

From antiquity through the Enlightenment, disasters were attributed to the obscure power of the stars or the vengeance of angry gods. As philosophers sought to reassess the origins of natural disasters, they also made it clear that humans shared responsibility for the damages caused by a violent universe. This far-ranging book explores the way writers, thinkers, and artists have responded to the increasingly political concept of disaster from the Enlightenment until today.

Marie-Hélène Huet argues that post-Enlightenment culture has been haunted by the sense of emergency that made natural catastrophes and human deeds both a collective crisis and a personal tragedy. From the plague of 1720 to the cholera of 1832, from shipwrecks to film dystopias, disasters raise questions about identity and memory, technology, control, and liability. In her analysis, Huet considers anew the mythical figures of Medusa and Apollo, theories of epidemics, earthquakes, political crises, and films such as Blow-Up and Blade Runner. With its scope and precision, The Culture of Disaster will appeal to a wide public interested in modern culture, philosophy, and intellectual history.

Bewitching Development: Witchcraft and the Reinvention of Development in Neoliberal Kenya (Chicago, 2008) – James H. Smith

These days, development inspires scant trust in the West. For critics who condemn centralized efforts to plan African societies as latter day imperialism, such plans too closely reflect their roots in colonial rule and neoliberal economics. But proponents of this pessimistic view often ignore how significant this concept has become for Africans themselves. In Bewitching Development, James Howard Smith presents a close ethnographic account of how people in the Taita Hills of Kenya have appropriated and made sense of development thought and practice, focusing on the complex ways that development connects with changing understandings of witchcraft.

Similar to magic, development’s promise of a better world elicits both hope and suspicion from Wataita. Smith shows that the unforeseen changes wrought by development—greater wealth for some, dashed hopes for many more—foster moral debates that Taita people express in occult terms. By carefully chronicling the beliefs and actions of this diverse community—from frustrated youths to nostalgic seniors, duplicitous preachers to thought-provoking witch doctors—Bewitching Development vividly depicts the social life of formerly foreign ideas and practices in postcolonial Africa.

The Great American Mission: Modernization and the Construction of an American World Order (Princeton University Press, 2011) – David Ekbladh

The Great American Mission traces how America's global modernization efforts during the twentieth century were a means to remake the world in its own image. David Ekbladh shows that the emerging concept of modernization combined existing development ideas from the Depression. He describes how ambitious New Deal programs like the Tennessee Valley Authority became symbols of American liberalism's ability to marshal the social sciences, state planning, civil society, and technology to produce extensive social and economic change. For proponents, it became a valuable weapon to check the influence of menacing ideologies such as Fascism and Communism.

Modernization took on profound geopolitical importance as the United States grappled with these threats. After World War II, modernization remained a means to contain the growing influence of the Soviet Union. Ekbladh demonstrates how U.S.-led nation-building efforts in global hot spots, enlisting an array of nongovernmental groups and international organizations, were a basic part of American strategy in the Cold War.

However, a close connection to the Vietnam War and the upheavals of the 1960s would discredit modernization. The end of the Cold War further obscured modernization's mission, but many of its assumptions regained prominence after September 11 as the United States moved to contain new threats. Using new sources and perspectives, The Great American Mission offers new and challenging interpretations of America's ideological motivations and humanitarian responsibilities abroad.

Alternate Civilities: Democracy and Culture in China and Taiwan – Robert Weller

This book interrogates the claim that China is unlikely to produce an open political system. Such claims are based on two distinct schools of thought. The first rests on the idea that Confucian culture provides an alternative to Western civil values, and that China lacks the democratic traditions and even the horizontal institutions of trust, that could build a civil society. The second is far more optimistic about democracy because it sees market economies of the kind China has begun to foster as pushing inexorably against authoritarian political control and reproducing Western patterns of change. Alternate Civilities argues for a different set of political possibilities. By comparing China with Taiwan's new and vibrant democracy, it shows how democracy can grow out of Chinese cultural roots and authoritarian institutions. The business organizations, religious groups, environmental movements, and women's networks it examines do not simply reproduce Western values and institutions. These cases point to the possibility of an alternate civility, neither the stubborn remnant of an ancient authoritarian culture, nor a reflex of market economics. They are instead the active creation of new solutions to the problems of modern life.
