Nature-based Carbon Governance in Southeast Asia: A Collaborative Approach to Policy Brief Development

This integrative stakeholder workshop builds on interdisciplinary findings generated by the five-year program of research on nature-based carbon governance in Southeast Asia (cgsea.org; 2022– 2027). It is the fourth and final project-wide CGSEA workshop in a series of allied events, convened at ARI in 2023, 2024 and 2025. Participants invited to this closed-door workshop will discuss the grant’s core research findings about the partial, incomplete and often contested implementation of nature-based solutions in carbon sinks across Southeast Asia.
The overall aim of this stakeholder workshop is to co-develop three policy briefs for dissemination in Southeast Asian countries where our team members conducted field-based research. The policy briefs will be organized around the grant’s three thematic work packages on: (a) terrestrial forests; (b) coastal and freshwater ecosystems; and (c) peatlands and agricultural soils. In this pursuit, stakeholders from environmental organizations/ NGOs, financial institutions, the private sector (agribusiness companies) and government agencies will be invited to actively participate in refining our draft policy briefs by validating evidence, aligning recommendations with country-specific contexts, and mapping practical pathways for adoption across Southeast Asia. Co-produced inputs from relevant stakeholders are essential for integrating contextualized knowledge and providing feedback loops for research outputs to foster inclusivity and applicability to specific policy contexts.
The workshop will culminate in the finalization of key points and terminology for the policy briefs. A dissemination plan will also be developed detailing a timeline for translation into national languages of targeted Southeast Asian countries and the identification of key personnel, institutions and networks for circulation. In the second and third quarters of 2027, CGSEA team members will coordinate outreach workshops, in-country meetings and stakeholder dialogues to further disseminate the policy briefs and encourage the uptake of recommended interventions.
