The Politics behind Development: Cases Study of Land Acquisition in India and China by Dr Huang Yinghong

ABSTRACT

Land acquisition(L.A) is the basic measure for India and China to meet the growing demands of lands transfer for the investment and development. Both countries adopted a similar regulation framework of land acquisition, however their performance are divergent apparently. Except for some local divergences, on the whole, L.A in China since 1980s witnessed a more smooth acquisition with increasing conflicts between the peasant and local government particularly after the end of 1990s, which supported the rapid economic growth and urbanization in China. While in India, the stagnancy of L.A becomes the major threat to the further economic development. These different performances of the similar L.A regimes cannot be explained solely by economic factors, the politics variables also matter. During the talk, by the analysis of the most noted cases, we look into the interaction models of different agents or stakeholders, the ideologies towards development, and the capability for prompt and continual evolvement of the L.A regime under the different political systems in both countries. As a conclusion, we find that a liberal communist politics may be inclined to contribute to a fast development sometimes at the cost of the social protection with a high capability of prompt regime adjustment. As for India, the stable and fragmented democracy stresses more on the social protection through active political participations, however it may lead to a more difficult and time-consuming consensus toward development which is extremely needed in a democratic politics. To pursue a long term and sustainable development, the logics behind both are different, even though they are able to learn from each other through the valuable experiences in L.A.

ABOUT THE SPEAKER

Huang Yinghong(黄迎虹) is an Assistant Professor of School of Asia-Pacific Studies, Sun Yat-sen University, P.R.China. He received his PhD in political science from Sun Yat-sen University (2010). His previous positions include visiting scholar at Department of East Asian Studies, Delhi University (2008 & 2011), visiting associate research fellow at Institute of Chinese Studies, Delhi (2013), postdoctoral research fellow at the Department of History, Sun Yat-sen University (2010-2012). His research interests are political transformations in India and China, Gandhian Satyagraha, and Sino-India’s border dispute under the perspective of their nation building process. His recent publications include a book of “the Politics to convert Opponent: A case studies on Mahatma Gandhi’s Satyagraha Fastings” (Shanghai People’s Publishing House, 2012), and several articles such as “Socialism, Revolution, and Non-violence: A Comparison of Mahatma Gandhi and Sun Yat-sen’s Responses on Socialism and the Russian Revolution of 1917”(Gandhi Marg, 2010, Vol.3), etc. Currently he is working on the program of “How did the governance regimes change: land acquisitions in India and China”.
