The urban management and urban planning in developing countries tend to be specific and complex because it relates to the social, political, economy and cultural aspects as well as to the municipal organization itself. In this paper, the writer will base his analysis on primary and secondary data of the street vendors’ re-zoning process or more commonly known as the informal urban sector in the city of Yogyakarta. The re-zoning planning process lasted for about three years, from 2004 to 2007, with multiple changes with regards to the planning in accordance with inputs through the extensive dialogue process with the traders. Finally, the Yogyakarta government, supported by the mayor’s effective leadership,finalized on a plan based on the major design that already existed by agreeing to go on with the plan and to make only minor changes. Research findings found that the city planning process under a multi-party system causes inefficiency within the process itself since it takes considerably more time and a fairly large cost in planning. The re-zoning planning method above was conducted because of the complicated negotiation process with various stakeholders.
